1、 Overview of the Recycled Aluminum Industry

 

Recycled aluminum, also known as "secondary aluminum", is an important source of aluminum metal. It is made from scrap aluminum and undergoes a series of reprocessing and refining processes to produce aluminum products and aluminum alloy products. Aluminum reacts with oxygen in the air to form an oxide film, which has strong corrosion resistance and minimal loss in aluminum recovery. The recovery rate of scrap aluminum can generally reach over 95%. Therefore, when aluminum and aluminum alloy products are scrapped, secondary recycling of the scrapped aluminum and aluminum alloy products can improve resource utilization, save energy, and be environmentally friendly. At present, aluminum is the second most widely used metal in the world, and its production can be divided into two categories based on the source of raw materials: primary aluminum and recycled aluminum. Since the commercial production of aluminum in 1886, 75% of the primary aluminum produced worldwide is still in use. And the production of primary aluminum and recycled aluminum in China is both the world's largest. The recycled aluminum industry in China is still in the early stage of industrial development. Although it has achieved certain development results through exploration in recent years, there is still a significant gap compared to developed Western countries. The main difficulties in the development of China's recycled aluminum industry are:

2、 Policies related to China's recycled aluminum industry

 

In July 2021, the National Development and Reform Commission issued the "14th Five Year Plan for the Development of Circular Economy", proposing the goal of achieving 11.5 million tons of recycled aluminum production by 2025. In October 2021, the State Council released the "Action Plan for Carbon Peak before 2030", which pointed out the need to increase the production of recycled non-ferrous metals. In December 2021, the Chinese Ministry of Industry and Information Technology, Ministry of Science and Technology, and Ministry of Natural Resources released the "14th Five Year Plan for the Development of Raw Material Industry", encouraging enterprises to establish recycled aluminum recycling bases and industrial clusters. In November 2022, the Ministry of Industry and Information Technology, the National Development and Reform Commission, and the Ministry of Ecology and Environment issued the "Implementation Plan for Carbon Peaking in the Nonferrous Metals Industry", which pointed out the need to improve the recycling and comprehensive utilization system of recycled non-ferrous metal resources, and once again proposed the goal of producing 11.5 million tons of recycled aluminum by 2025.

3、 The industrial chain of recycled aluminum industry

 

The recycled aluminum industry is located in the middle of the industrial chain and has an interdependent relationship with upstream and downstream. Upstream scrap aluminum is the main raw material for the recycled aluminum industry. Apart from being used by recycled aluminum enterprises to produce aluminum alloys, scrap aluminum has basically no other large-scale production purposes; Downstream production of aluminum alloy ingots using recycled aluminum is limited by the complex composition of waste aluminum raw materials, resulting in poor ductility. Therefore, domestically recycled aluminum alloys are mainly used for the production of cast aluminum alloy products and die cast aluminum alloy products, and are rarely used for the production of deformed aluminum alloy products. Deformed aluminum alloys are basically produced from primary aluminum. Due to the cost advantage of recycled aluminum alloys in production, aluminum alloy products widely produced with recycled aluminum alloys are basically not produced with original aluminum alloys.

4、 Analysis of the Development Status of China's Recycled Aluminum Industry

 

With the continuous deepening of China's supply side reform and the sustained efforts to achieve the dual carbon target, the total production capacity ceiling of electrolytic aluminum in China has been basically set at 45 million tons. By 2022, China's electrolytic aluminum production capacity is expected to reach approximately 43 million tons, approaching the red line of the ceiling. Faced with the "ceiling" of electrolytic aluminum production capacity, developing the recycled aluminum industry is not only an important way to solve the development resources of the aluminum industry, but also the main way to achieve the carbon reduction goals of the aluminum industry. In recent years, China's production of recycled aluminum has continued to rise, increasing from 5.75 million tons in 2015 to 7.82 million tons in 2022, with a CAGR of 4.5% from 2015 to 2022. In 2022, China's production of recycled aluminum accounted for 19.45% of its original aluminum production; On July 1, 2021, the National Development and Reform Commission issued a notice on the issuance of the "14th Five Year Plan" for the development of circular economy, which stated that by 2025, China's production of recycled aluminum will reach 11.5 million tons, and the recycled aluminum industry will enter a stage of rapid development.

The energy consumption of recycled aluminum production is only 4.86% of the total energy consumption of primary aluminum production, and the greenhouse effect is only 4.17% of primary aluminum production. The expected lifespan of aluminum products put into use in China since the 21st century is 15-18 years. With the continuous increase in aluminum social accumulation and the approaching peak of related product scrapping, it is expected that the production of old scrap aluminum in China will enter a centralized scrapping period after 2025. However, the supply of scrap aluminum is not dominated by changes in price and processing capacity. The supply of scrap aluminum follows the law of the scrap life cycle. This also means that the supply of scrap aluminum is relatively rigid, and it may be difficult to make up for the shortage of electrolytic aluminum supply.

5、 Key enterprises in China's recycled aluminum industry

 

There is still a significant gap between China's recycled aluminum production and developed countries abroad, mainly manifested in: China's recycled aluminum production still accounts for only 20% of aluminum production, far behind developed countries; Most of China's recycled aluminum enterprises are relatively small in scale, mainly consisting of private and foreign-funded (joint venture) enterprises, with low market concentration; China's recycled aluminum is mainly used in primary and intermediate products, and the product structure needs to be further upgraded; The Chinese recycled aluminum industry will also face the contradiction between the expansion of production capacity and the shortage of scrap aluminum resources supply. The recycled aluminum industry in China has obvious regional clustering characteristics, mainly distributed in Taicang, Jiangsu, Nanhai and Qingyuan, Guangdong, Taizhou, Zhejiang, Baoding, Hebei, as well as the surrounding areas of Shanghai and Tianjin. These areas have the advantages of developing resource utilization of recycled aluminum and are close to the consumption market of recycled aluminum.

6、 Outlook for China's recycled aluminum industry

 

The prospects of the recycled aluminum industry are undoubtedly broad. As long as we can correctly recognize the importance of developing the recycled aluminum industry, face up to the problems faced by the current development of the recycled aluminum industry, and actively adopt scientific and reasonable measures to cope with them, China's recycled aluminum industry will achieve better and faster development, and become an important part of China's aluminum industry. The standardization and scaling up of China's recycled aluminum industry have played an important role in the country's sustainable development and circular economy, but we should also recognize the shortcomings of the current stage. In terms of the construction of the recycling system and the application of recycling technology, there is still a significant gap between China and developed countries abroad. The development of China's recycled aluminum industry requires more financial support, technical support, and industrial policy support.
